Payment obligation incurred between payer and payee. 2. Payer informs bank of payment details, ie value, date, payee, etc. 3. Payer bank’s intended submission of payment order to LVPS. 5. Conditions for processing met; payment processed. Payee’s bank credited with funds. 6. Finality of payment 7. Transfer of settlement asset between payer’s and payee’s bank Potential settlement delay 4. Payer bank’s actual submission of payment order to payee’s bank. Just as there is a cost associated with maintaining intraday liquidity in the system, given the high speed and high value of daily payments processed by an LVPS, settlement delay may also entail a significant cost for participants. Further, the nature of this delay cost is likely to depend on whether a payment is time-sensitive or not. Time-sensitive payments may include those related to the final funds settlement of other important national and international clearing and settlement systems, large government receipts and disbursements, and also payments related to the daily implementation of monetary policy. A participant that is unable to meet a time-sensitive payment obligation when due may therefore face large internally borne costs because of the delay, such as reputation damage with its peers and, possibly, a loss of its clients’ business. Explicit penalty charges may even be imposed by the system operator since the delay of these payments could cause a disruption elsewhere in the financial system.

WoW John, That's alot of reading..... Could you please tell us what you are thinking or suggesting?? A short summary of thoughts would really help those that are "time deprived" .
I am probably way off but... From the few sentecnces that I did read........ Are you or the articles suggesting different forms of payment... and how they are laden with congestion & delays??

Drill............ Let's not forget "The Stand"...............Bob's thread got over 25,000 hits in a 12 hr period on the 29 board..............Coming from all government entities, Sandia, DOJ, and a host of others..............I even tracked several on this board, but being that the 29 is a open board, it took the onslaught of hit's....................And it continues to this day............I have it linked in Saturday Matinee which has over 35,000 hit's right now..............And that's coming from people that are not involved with CMKX.............That is from my twitter presents on the bird site........................................And as of right now, "The Stand" has over 160,000 hit's to it's credit.....................Just like when Bill Frizzle counted over 60,000 hit's from Sandia in regards to the cert count............................Still going~
